2010年全国两会于3月3日拉开帷幕，备受瞩目的政协会议“一号提案”-- 「关于推动我国经济社会低碳发展的建议」,提出中国要抢占以低碳技术为代表的新兴产业竞争制高点。从我国的国情来看，发展低碳经济可以通过加强产业结构调整；提高能源效率，节能减排；倡导低碳生活；以及发展低碳能源，即除了煤之外还要发展的清洁能源，包括风电、水电、太阳能等实施。低碳经济已然成为本届两会热议的焦点, 尤其是风能的发展引发了社会广泛关注。
The two confereces began on 3, march, 2010. „the No. 1 proposal of promoting the development of china’s low carbon economy“ attracted a lot of attention. Developing low carbon economy can strengthen the industrial structure adjustment;improve energy efficiency, save energy and reduce emission. Other clean energy such as wind power, hydro power and solar energy should also be developed besides coal. Low carbon economy, especially the development of wind power, has become the focus of the two conferences.
